Financing Agreements were signed on May 11, 2011, between IDA and the Republic of Chad for a grant in the amount equivalent to SDR 7,300,000 and for a credit in the amount equivalent to SDR 9,000,000. The Project was declared effective on October 19, 2011. The second Implementation Support Mission was carried between October 22 and November 11, 2012. The main objectives of the mission were to (i) assess the progress achieved Page 1 of 6 The World Bank Report No: ISR8446 towards the implementation of the project in its different components in general and in particular assess the implementation of the Action Plan issued at the end of the first Implementation Support Mission of February 2012; (ii) assess the execution of the 2012 Work Program and Annual Budget and the implementation of the Procurement Plan and agree with Government upon solutions to remove the bottlenecks affecting the timely execution of activities. Public Disclosure Copy As far as component 1 (Capacity building of local communities and communes and support to decentralization) is concerned, the mission noticed that the Rapid Participatory Diagnosis were carried out by the Regional Project Management Units. This was carried out with the training of communities and their organizations. The training covered the areas of Participatory Monitoring and Evaluation, Basic Accounting, Community-Based Procurement, Social and Environmental Safeguards procedures and the Supervision of Infrastructure Construction. During the field visits carried out, the mission members also noticed that the project's rules, philosophy, and objectives were well understood and adopted by the beneficiaries and their Community-Based Organizations. Nevertheless the mission noted that the Decentralization program was delayed due to difficulty in the processing of the contract between the PMU and the Ministry of Decentralization. The mission met with the two parties to make sure that the problems were solved and the Decentralization program launched. As far as Component 2 (Decentralized Financing of Micro-project) is concerned, the Mission noticed that the Rapid Participatory Diagnosis (RPD) carried out by the Regional Project Management Units have been completed. These RPDs helped determine the most urgent needs of the target communities and also led to the generation of the first requests for micro-project funding. As a result, the communities identified and developed a portfolio of 269 micro-projects worth of CFAF9.5 billion (i.e. US$19 million) of which IDA has already approved the financing a package of 44 micro-projects worth of of US$2.5 million. The Regional Project Management Units also carried out the training of 720 beneficiaries representing Community Based Organizations in participatory monitoring and evaluation, basic accounting, social and environmental safeguards techniques, community-based procurement, and supervision of micro-projects infrastructure construction. Nonetheless, the mission noted that no subproject was completed so far. During the mission, the Bank team reviewed and gave IDA's no objection to the results for the first community-based procurement organized for the construction of the first micro- projects. The execution of those micro-projects are now underway. As far as Component 3 (Project Coordination and Management) is concerned, the mission found the level of implementation of activities very slow due to difficulties in the implementation of the project by the Project Management Unit at the central level. The mission found some issues with the way the National Coordination is working. This included (i) the centralization of decision making for the project while activities are decentralized and in the regions, (ii) the delay in the implementation of the project activities in general and the procurement in particular, (iii) there are communication problems between the National Coordination and the Regional Project Management Units, and (iv) the lack of supervision of the Regional Project Management Units by the National Coordination. In view of solving these problems, the mission invited the Ministry of Land Management, the key ministry in charge of the project to reinforce its supervision of the project activities in general and the national coordination in particular. Public Disclosure Copy The mission also helped the Project Management Unit put in place (i) an Action Plan for the follow-up of key activities for next six months and (ii) an Operation Plan for the implementation and execution of project activities both at central and regional level in order to speed up the project's results on the ground.
