The progress towards achievement of the PDO and overall implementation progress (IP) have been downgraded to moderately unsatisfactory due to the delay in the implementation of the population census which delayed other activities including households surveys and the agricultural census. Enterprise Census: All the technical documents needed for the Enterprise Census including the budget, methodological documents, procedural manuals and detailed activities plan have been prepared. The team has finalized the cartography and the field works expected to start in December 2017 have been postponed to June 2018 due to delay in the delivery of the equipment by UNOPS. Agricultural Census: The agricultural census will be combined with the cartography of population census. The project has hired an international expert who is working with the INS and the Ministry of Agriculture to develop data collection tools and technical documentations including the budget. A pre- test of the questionnaire was successfully implemented and May 2017. because of the delay of the cartography of the Population census, the team is working on an alternative methodology to move the forward with the Agricultural census. Urban Poverty Survey: The mapping of Kinshasa is completed while Goma and Lubumbashi are still in progress. The mapping was combined with satellite imagery to build a sampling frame for the upcoming urban poverty survey. All equipment has been procured; the pilot survey is completed and the enumerators are hired. The training of the enumerators is planned for May and the data collection for June 2018. Human resources and institutional development: • Training new Statisticians for the INS: The statistics system of the DRC lacks qualified staff to support data production. Congolese students rarely passed competitive exams of the Regional Schools of Statistics. The project has successfully supported the preparation of Congolese students for the competitive exams of the Regional Schools of Statistics. For the 2017 competitions, a record of 12 Congelese have passed the regional competition exams including 3 for a Master Degree in Statistics and 9 for a bachelor Degree in Statistics. In addition, 5 of the 23 Congelese students in training at ENSAE in Abidjan have been admitted to a Bachelor Degree in Statistics. • Rejuvenation of the INS staff: The project started supporting the rejuvenation process of the INS staff through the development of an “end-of career framework”. Eligible staff for the retirement have been identified and their end of career process is being managed jointly with the government and the Rejuvenation project (P122229). Other ongoing activities supported by the project include: (i) Recruitment of HR specialist to support overall HR and institutional project activities; (ii) Development of an overall HR implementation plan to support INS institutional and management ownership of the reforms (annual training plan for the management team, technical and supporting staff) and; (iii) Update of internal procedures and personnel manual. Recruitment of labor law specialists and set up of institutional cadre for employee relations (union relations).
