The signing of the loan agreement took place in Baghdad on March 2, 2014. The Legal Opinion (the only condition for Effectiveness) has not been submitted to the Bank yet. The deadline has already been extended twice and now set for March 2, 2015. The delays are primarily due to the conditions in Iraq especially with the forming of the new government and the Parliament's review and approval of the Budget (which the TCP loan is attached to). Page 1 of 6 The World Bank Report No: ISR14869 Despite the delays mentioned above, the preparation of the key activities is still on-going. The pre-qualification of contractors for the two main works contracts in Southern Iraq (on Expressway No. 1) and the bidding documents have been cleared by the Bank. Invitation to bid is planned for October 27, 2014. Furthermore, selection of consultants to supervise the works has been launched with contracts award is expected in March 2015. The Environmental and Social Impact Assessment for the North - South Transport Corridor (road section between Girsheen and Suheila intersection in KRG) is being finalized with disclosure planned for mid November 2014. Similarly, the preliminary design has been prepared Public Disclosure Copy with final design expected by end October 2014. Completion of evaluation of pre-qualification application is expected by end October 2014, as well the evaluation of expressions of interest for engineering supervision. The delay in the submission has been primarily due to Parliament's delay in approving of the national budget to which this loan is part of. The State Commission for Roads and Bridges (SCRB) in Baghdad and General Directorate for Roads and Bridges (GDRB) in Kurdistan Regional Government (KRG) will contract consultants in the areas of procurement, environment and social safeguards, and engineering to strengthen their teams' in project management. Public Disclosure Copy Similarly, both road agencies will contract financial and technical, including safeguards, auditors to strengthen their teams monitoring capacity through on the job training. The auditors will also carry out six monthly audits to ensure full compliance with the articles of the signed contracts.
