However, cumulative delays in project implementation put the mid-term project target of 90,000 dunums surveyed by September 2014 at risk to be achieved. To date, only 18,000 dunums have been demarcated, and the table of rights for the first demarcated blocks has been put for public display. The rate of Systematic Land Registration (SLR) activities in the pilot area of Dura in the Southern West Bank has reached 8-10 dunums demarcated per day per team. Although this is twice the rate the Palestinian Land Authority (PLA) is achieving in other locations not supported by the Project, it remains well below the average international standards which are 3 - 4 times higher. At the current pace, the pilots supported under the project remain behind a replicable model for rolling out SLR at a national scale. Other project activities aimed at supporting the PLA functions continue to be significantly delayed. Page 1 of 6 The World Bank Report No: ISR14576 Overcoming delays will require the PLA to strengthen overall project implementation capacity, increase high-level commitment to agreed targets, and accelerate decision making procedures. In particular, the PLA would need to accelerate SLR progress in the project area and improve transactions processing performance at the regional offices to achieve the PDO. Project implementation progress against key targets will be reviewed in detail during the upcoming Mid-Term Review (MTR) in September 2014. Should delays in meeting critical project targets continue, the Financing Partners (FPs) may recommend a project restructuring at the time of the MTR, including applying an alternative approach to SLR.
