Many of the recommendations made in the last mission have been implemented The key areas of progress include 1. By rationalizing the requirements for community contribution for community infrastructure and inter village connectivity projects, the physical progress has accelerated for this component. A total of 3,932 sub projects were completed out of a total of 4,719 started during phase 1 indicating a completion rate of 83.3%. 2. Under Phase II, the project has embarked on 2,697 sub projects and 1,714 are completed. 3. There have been many positive steps taken by the project to support producer groups in piloting VDP 2 and ongoing technical support activities. VSCO loans has been instrumental in providing financial support for these producer group members and so far $34.64 million has been provided as loans for livelihood development activities. . 4. The project has promoted 1,990 VSCOs comprising 40,810 small groups managing own savings of US$ 4.58 million and Livelihood Support Fund (LSF) of US$ 25.64 million. During the last six months, the proportion of VSCOs, with PAR of less than 5%, has marginally increased from 60% to 63%. 5. Project has generated at least Rs 1322.2 Mn over last 6 months of period through livelihood improvement activities. 6. project has developed effective linkages with line ministries to extend their support for project beneficiaries for continuous support While there are many areas of progress, progress continues to be slow in some areas 1. Inter connectivity Component in collaboration with Pradeshiya Sabhas continues to be slow due to lack of capacity and difficulty in executing complex projects and only 2 of the 23 projects are completed. 2. Inadequate focus on O& M in community infrastructure projects 3. Regarding disbursement of Livelihood Development Plans (LDP), there is slow progress both in remaining Phase I planned disbursements as well as in Phase II Public Disclosure Copy 4. Project has paid inadequate attention on capacity building of VOs and VSCOs and VSCOs with PAR > 5% continues to be high. 3. Investment in systems including Financial management, MIS, M&E and Governance and Accountability continues to lag behind the project progress.
