Eight out of Nine contracts in Component A1, Highway Improvement Component (Part I) have been awarded. Contractors have fully mobilized in five contracts and works in three contracts have progressed significantly. Seven out of the eight NCB contracts awarded are substantially free of encumbrances. However, forestry clearance for the reserved forest in Contract NCB 8, affecting about 2/3rd of the total contract length, is still awaited. Land acquisition for Bayad – Lunawada road is delayed, pending finalization of the rules and the institutional arrangements for the new land acquisition act. The quality of construction is generally satisfactory and contract payments are made in a regular and expedited manner. The environmental management in campsite for two contracts need improvement. Land acquisition for three short sections totaling to about 300 m in the DBFMOT concession, MoMehsana – Himmatnagar Road are delayed, pending finalization of the rules and the institutional arrangements for the new land acquisition act. However, attempts are being made to accommodate the upgarded road design within the avilable land by making minor geometric adjustments. Public Disclosure Copy Procurement progress for Component B, Sector Policy and Institutional Development Component, is satisfactory. The institutional arrangements for Component C, Road safety Component, is in place. With the final selection of plocy areas to be included in this project (expected by August 2014), the procurement actions can be initiated.
