The focus of the mission was to support implementation through review of the civil works and other project components, with particular emphasis on identifying actions for improving performance and disbursement profile. Page 1 of 8 The World Bank Report No: ISR13888 The Project Development Objective is to provide better quality, capacity and safe roads to users in a sustainable manner through enhanced institutional capacity of the Andhra Pradesh government in the road sector through (i) improvement in the share of the Core Road Network (CRN) in good condition, (ii) full operationalization of the RDC with adequate financial and human resources to manage the CRN, and (iii) reduction in vehicle operating cost, travel time, and fatality rates per vehicle miles travelled in project roads. Specifically, this objective is sought to be achieved through four components, viz., (a) Road Improvement (upgradation of 429km, maintenance of 6,241km); (b) PPP facilitation support, through Public Disclosure Copy transaction advisory services; (c) Institutional Strengthening of AP Road Development Corporation; and (d) Road Safety (demonstration corridors, policy framework support). Implementation Progress: Seven out of the nine upgradation packages achieved notable physical progress since the last implementation support mission in April-May 2013. Their progress ranged from 20+% in three packages (Mydukuru-Jammalamdugu 3 and 4, Pedana-Nuzvid-Vissannapeta 9) to about 8-11% in four packages (Chittoor-Puttur, Kandi- Shadnagar, Jagityal-Peddapalli and Pedana-Nuzivd-Vissannapeta 8). The land acquisition and resettlement implementation, however, continues to be slow. A substantial amount of land acquisition (about 230 acres of private) and payment of resettlement assistance to about 2400 families is still pending. In case of the long-term performance-based maintenance (LTPBMC) component, all 36 contracts – covering 6,000+ km and awarded in two phases – are progressing well and the riding quality in most packages is reported to be satisfactory. On the Institutional Strengthening front, the technical assistance aimed at improving the operational and financial autonomy of APRDC has progressed well in terms of developing various options and recommendations. The Road Safety Cell has been functioning with staff from multiple disciplines such as Police, Transport and Health. Aforementioned progress in various components is, admittedly, somewhat below the targets set out during the last implementation support mission and the more recent interim mission. Yet, it signifies a definite step-up in project’s performance compared to its earlier track record. Also, this progress was achieved against the backdrop of inclement weather (one major cyclone and a few spells of heavy rains) as well as strikes by the Government employees on state bifurcation issues. Project Development Objective: The progress of both types of civil works – namely, Upgradation and Maintenance – suggests that, through these roads, the project would significantly contribute to improvement in the quality and capacity of the CRN, except for the downside risk of construction of two packages spilling beyond the loan closing date. In addition, two more roads with a total length of 420km are being developed under PPP format using technical assistance from project. As of now, the share of CRN in good condition has increased from 40% at the start of the project to 56%, which is only marginally lower than the target (of 60%) set for the end of the third year of the project. On the institutional front, the requisite level of ground work for full operationalization of RDC has been completed, in terms of developing various options and suitable recommendations. further progress, however, has been stalled mainly due to the ongoing deliberations regarding the bifurcation of the state and the associated lack of clarity as to the future scope/role of RDC.
