Overall project implementation progress is rated unsatisfactory due to continuing lag in disbursements, delay in core activities and poor project management. The detailed designs and costings of the remediation plans for the two pilot sites in state of Andhra Pradesh have been completed and Page 1 of 4 The World Bank Report No: ISR10756 approved but the Social Management Plans are now on critical path. The state of West Bengal is lagging considerably in terms of finalizing the remediation plans and Social management Plans for both its pilot sites. The three baseline studies for the development of the national Policy on remediation have lost their earlier momentum, although this component has produced some robust deliverables, including an inventory of 570 probably contaminated sites which are to be maintained on an electronic database and guidance documents on Site Inventory Protocol and Methodologies for risk assessment. Both states have completed the business strategies for the Environmental Compliance Assistance Public Disclosure Copy Center (ECACs) and stakeholder consultations are underway. There has been no progress in strengthening the technical team at Ministry of Environment and Forests and implementation delays could become substantial if the institutional structure at MOEF is not enhanced. The Mid-term review concluded with establishing stringent timelines for all the pilot sites, with the understanding that delay in achieving these actions would result in cancellation(s). Revised Results Framework was submitted by MOEF and restructuring will be initiated in October 2013, after decisions on financial re-allocations and cancellations have been finalized. MOEF has been requested to strengthen its technical team, which will help improve project oversight and support the development of the national policy on remediation.
