Page 1 of 5 The World Bank Report No: ISR15799 Phase 1 civil works to protect vulnerable populations against flooding are being completed: (i) the emergency drainage works in Dalifort and Thiourour are completed; and (ii) the complementary civil works (Dalifort, Nietty Mbar and Thiourour) started in January 2014, are executed about 50 % and will be completed prior by the end of august 2014, thereby contributing to achieve year 2014 objectives (protection of 125 ha and 32250 vulnerable people against flood). Both a drainage channels cleaning mechanism and an emergency stormwater pumping mechanism is in place to prevent flooding and associated damage in the project intervention areas if exceptional rainfall were to happen. Regarding the preparation of civil works of Phase 2, the bid document of the Yeumbeul main channel was delivered on time (end of June 2014) by the firm (Merlin) and is being reviewed by the implementing entity (the Municipalities Development Agency); those of the secondaries will be available by the end of August 2014 and October 2014 respectively for Mbeubeuss-Mbao and Yeumbeul Hafia areas. The safeguards studies (ESIA and RAP) are under preparation, and will be completed and approved prior the launching of the emergency works. Support to the institutional strengthening, for the improvement of urban management to reduce flood risks, is also being implemented satisfactorily: (i) in the objective to develop the Detailed Urbanism Plans (DUP) of Pikine and Guediawaye cities a risk mapping was completed as well as an architecture of a flood risk GIS, and are being consulted upon. The completion of the DUP is expected by the end October 2014; (ii) the Institutional and financial sustainability reform studies for wastewater and sanitation management were discussed, and consensus has been made that the National Sanitation Agency (ONAS-Office Nationale de l'Assainissement) be the central operational entity for the implementation of stormwater management strategies and programs in the country; an organizational chart to be approved has been convened on. Also, the consensus was reached to create the National Fund for Sanitation (Fonds National pour l'Assainissement - FNS) though the proposed sources of asset are yet to be agreed on and approved. The Implementation progress is satisfactory and the disbursement rate is 35.94%. The completed civil works and sensitization activities impacted 18500 people positively through the protection of 88 hectares of flood prone areas. The project is therefore contributing to the Government main agenda of flood prevention and management as prescribed in the national development strategy (the ''Plan pour un Senegal Emergent'' - PSE).
