The targets for the Project Development Objective (PDO) indicators and Intermediate Outcome Indicators due by the end of 2018 were all achieved. There were six Disbursement Linked Indicators (DLIs) covering each of the components of GEM, due at the end of 2018 (year zero DLIs). All six DLIs were achieved.The GoSL is entitled to USD 15 million based on these results. USD 4.6 million has been disbursed for the MoE. The balance USD 10.4 million needs to be disbursed to the Provincial Education Authorities (PEAs) but is pending a project restructuring to align the fund flow arrangements of the GEM with the constitutional provisions for budgetary flows from the government to the provinces. The request from the External Resources Department for the restructuring is expected in October 2019.
