Administration Agreement between the Tdnaiste and Minister for Foreign Affairs and Trade
of Ireland, hereinafter referred to as the Irish Aid (the "Donor"), represented by the Embassy of
Ireland in Addis Ababa and the International Development Association (IDA) concerning the
Multi-donor Trust Fund for the Ethiopia Protection of Basic Services Social Accountability
Program (Trust Fund No. TFO71654)
Amendment No. 2 to the Administration Agreement
Dear Mr. O'Hara:
We refer to the Administration Agreement ("Agreement"), dated July 21, 2011,
between the Tcnaiste and Minister for Foreign Affairs and Trade of Ireland, hereinafter
referred to as the Irish Aid ("Donor") and the International Development Association
("IDA" or the "Bank"), acting as an administrator of grant funds provided under the Multi-
donor Trust Fund ("Trust Fund") for the Ethiopia Protection of Basic Services Social
Accountability Program. We also refer to a recent discussion between the Donor and the
World Bank whereby the Donor has agreed to provide an additional contribution of
US$230,738 from their Donor Balance Account ("TF029059") for the MDTF activities.
In order to receive this additional contribution, we propose to amend paragraph I
of the Agreement as follows:
"1.     We are pleased to acknowledge on behalf of the International Development
Association ("IDA" or the "Bank") that Irish Aid (the "Donor") will make available
as a grant the sum of one million eight hundred thousand Euros (E1,800,000) and
two hundred thirty thousand seven hundred thirty eight United States Dollars
(US$230,738) (the "Contribution") for the Multi-donor Trust Fund for the Ethiopia
Protection of Basic Services Social Accountability Program (the "Trust Fund") in
accordance with the terms of this Agreement. Other donors are also expected to
contribute to the Trust Fund on the terms and conditions specified in the Annexes to
this Agreement."
Promptly following countersignature of this Amendment by the Donor, the Donor
hereby authorizes the Bank to transfer the amount of US$230,738 from the Donor
Balance Account (TF029059) into the Trust Fund (TFO71654).

All other provisions of the Agreement, except amended herein, shall remain in full
force and effect.
Please confirm your agreement with the foregoing by signing, dating and returning
to us the enclosed copy of this letter. Upon receipt by the Bank of the copy of this letter
countersigned by you, this amendment will become effective as of the date of the
countersignature.
