Various community groups, including special needs young people and females, which are emphasized in the project, have benefited from the project’s interventions. Throughout 2017-2019, three rounds of the sub-grants program have been completed under the "Support Community-Based Service Learning and Life Skills Development" component, covering all regions of the Republic of Kazakhstan and benefitting more than 8,500 young people. Considering a growing demand for small grants for vulnerable young people and taking into account the project’s accumulated savings, the Ministry of Education and Science of the Republic of Kazakhstan proposed to hold an additional round from April to September 2020 to cover around 250 grants and 825 beneficiaries in Karaganda and Almaty oblasts. Finally, the impact evaluation to monitor impacts of the Project is currently underway, with plans to deliver findings in February-March 2020. The services are carried out by an independent subcontractor to avoid conflict of interest. The PMU and CA implemented the recommendations made by the Bank team in November 2018 to strengthen the FRM procedures: (i) CA keeps rosters of both official grievances and unofficial and anonymous grievances and submits them to the Bank on a quarterly basis; (ii) the Bank team is immediately notified of any high-alert grievances submitted to the CA and the PMU through any of the feedback channels; (iii) the PMU submits quarterly information to the Bank on the type, frequency, and redressing mechanisms used to settle Comments: inquiries. In 2019, about 49,050 inquiries were received and processed through the FRM system. Of these, about 75 percent came through the call center, while the remaining were received through WhatsApp, Facebook, Instagram, VKontakte and e-mail. Most inquiries were for project-specific information and were processed by trained call-center operators. In total, 22 complaints were received through the FRM system and resolved within the set deadlines. Most of these complaints were related to implementation process and included grievances against team-leaders, mentors, regional coordinators. Each case was investigated and resolved by a decision of a special Committee on grievances. The minutes of the committee decisions are reflected in quarterly report; and available upon request.
