BRT systems in these cities were initially financed through three loans (7231-CO, 7457-CO and 7739-CO), the last one of which closed on December 2012. ) The Project is also financing urban transport activities in the medium-sized cities of Sincelejo and Valledupar. The Loan Agreement was signed on June 28th, 2013 and declared effective on October 18th, 2013. The Loan amount is $ 292 million and a TA Component of $ 15 million has been included. The project was approved by the Board on July 21, 2011. Technical Assistance component Public Disclosure Copy The project is financing the Coordinating Unit inside the Ministry of Transport which is in charge of the follow up of the implementation of the National Urban Transport Program. The TA component is available for all the cities integrating the National Urban Transport Program, regardless of the source of financing of subprojects. The Bank is coordinating with other MDBs -IDB, CAF- on how to foster exchange of experiences and collectively address the generalized mobility-related challenges which many Colombian cities face. Two procurement training sessions have taken place. One of these trainings supported the preparation bidding documents on every city. In safeguards, a training session in resettlement processes took place in Medellin in September, 2013; an environmental workshop took place in Pasto in June 2014, both with the participation of all cities included in the National Urban Transport Program (13). The current situation of the sub-projects that will the loan is financing is the following: Bucaramanga (Metrolinea): A new manager of Metrolinea in February. Management has interest in continuing the expansion of the system and solving financial problems with operators. Ridership levels are increasing. With the implementation of the Phase II in this year the number of passengers increased from 56.000 to 150.000 trips per day. SNUTPP will finance principally the construction of the North Terminal, the terminal of Piedecuesta ans Giron and the construction of feeder routes. Medellin- Valle de Aburra (Metroplus): The system has overpassed its demand expectations. The systems is being operated by the Metro of Medellin. The Project will finance the construction of the BRT of Envigado and Itagui. With local resources, the cities of Sincelejo and Valledupar have started with public works focused on upgrading roads by which public transport routes will circulate. In Sincelejo a consulting firm is updating demand studies by which the transport routes will be designed. In Valledupar the Bank is supporting the identification of technical alternatives to incorporate rickshaws into transit feeder schemes, considering the high presence of motorcycles (operating as informal public transport) in these cities. Works in Bucaramanga and Medellin are expected to be bidden during the first semester of FY 2105.
