Achievement of Project targets for core sustainable land and water management (SLWM) activities exceeds interim targets (e.g. the Project Development Objective indicator on area under SLWM has been exceeded 1.5 times). Based on the progress reports, the project demonstrated impressive progress on implementation of the core SLWM activities through sub-projects, with 1,100 sub-projects covering at least 1,500 hectares supported in 2015 (these are implemented by the Ministry of Environment, Science, Technology and Innovation, Ministry of Food and Agriculture, and the Environmental Protection Agency (EPA). High demand for project support to SLWM activities was noted among the new and old beneficiary communities, exceeding available funding, about two-fold. Spatial development activities, implemented by the Savannah Accelerated Development Authority (SADA), achieved a major milestone by reported substantial delivery of the Spatial Development Framework for the Northern Savannah Zone; planning for preparation of two pre-feasibility studies for large-scale water storage investments (at Jambito and Kuolbi watersheds) is ongoing after change of the selected locations of the studies. Implementation of biodiversity activities by the Wildlife Division of the Forestry Commission, including on formation of Community Resource Management Areas (CREMAs) in the Western Wildlife Corridor and activities supporting improved management of the Gbele Resource Reserve, continues experiencing delays; however, the first CREMA supported by the Project (Sanyiga Kasero Gavara Kara (SKGK), formerly named Wuru Kayero, was inaugurated in January 2016, and activities leading up to formation of the other CREMAs are ongoing. Sustainable forest management activities implemented by the Forestry Sector Division of the Forestry Commission have been initiated and are progressing well, with enrichment planting in Ambalara Forest Reserve and Kulpawn Tributaries Forest Reserve done on a total area of 449 ha (exceeding the annual target due to a change in planting spacing, which is based on the Forest Management Plans), four Forest Management Plans produced for Ambalara, Kulpawn Tributaries, Mawbia, and Chiana Hills Forest Reserves (FR), and green fire breaks and fire rides established in Ambalara and Kulpawn Tributaries Forest Reserves. Activities related to monitoring of SLWM (including a GIS-based M&E system) implemented by the EPA are on track although the GIS M&E system is yet to achieve the expected utility and public accessability. The technical report on ecosystem services prospects for SLWM implementation has been prepared. Implementation of Payment of Environmental Services (PES) is expected to start in 2016, being applied to SLWM sub-projects implemented in the first years of project implementation. The cereal-legume subprojects are more likely to be implemented by female farmers – this is due to cultural practices whereby women are more involved in production of ground crops, while men are more involved in production of tree crops – this tips the balance towards higher female participation.
