The project has made steady progress. It has mobilized 1,50,000 poor households into 13,944 SHGs and 614 CDOs; the SHGs are undertaking regular savings and maintaining books of accounts; banks accounts have been opened and Community Investment Funds (CIF) are Page 1 of 5 The World Bank Report No: ISR16014 being transferred to the SHGs; a bulk of member households are accessing credit through inter-loaning of funds within SHGs and regular repayment is occurring; and significant livelihoods impact is being observed where SHGs have been formed and funds transferred to the community. Despite this progress, implementation continues to lag, resulting in the scale and scope of the project being lower than anticipated at the mid-way stage. Disbursements remain low at only 19%. Public Disclosure Copy Firstly, the pace of implementation along core project parameters of SHG formation and funds transfer to the community has slowed since the previous implementation mission with only 1,800 additional SHGS formed compared to 6,303 SHGs in the corresponding previous period. Secondly, there is a large and growing lag between mobilization of the poor into SHGs and transfer of Tranche 1 CIF and Tranche 2 Livelihoods Funds to them. Only 47% of SHGs have received tranche 1 CIF through the project and only 29% of SHGs have received both tranche 1 and tranche 2 financing. Thirdly, substantial financial resources allocated to livelihoods support activities remain unspent due to the slow implementation of a number of initiatives including bringing sector support organizations on board; operationalizing livelihoods sub-projects identified; co-opting existing producer federations; and training and placing community paraprofessionals in agricultural and veterinary support services. Fourthly, although the project has formally signed an MOU with the Rajasthan Skill and Livelihoods Development Corporation (RSLDC) to implement the skill development component, actual training and placement of poor youth has not been initiated. Lastly, a number of key staff positions including that of a Chief Operating Officer, Manager-Finance in 7 districts and accounts staff in multiple districts need to be filled urgently.
