In the aviation sector, all originally planned high-priority equipment and technical activities have been completed. Progress in the roads sector is mixed. The first stage of the periodic road maintenance program is expected to begin in early 2012 and the design of the routine maintenance program for all roads is well advanced, but other periodic maintenance and road safety investments are not progressing as well. In addition, the Ministry of Transport still has not developed strong planning, policy and regulatory capacity, and the government has not adopted many of the project’s key policy recommendations.
