50639 STATUS OF PROJECTS IN EXECUTION ­ FY07 SOPE TONGA Operations Policy and Country Services OCTOBER 10, 2007 Status of Projects in Execution - FY07 EAST ASIA AND PACIFIC REGION Introduction The Status of Projects in Execution (SOPE) Report for FY07 provides information on all IBRD/IDA projects that were active as of June 30, 2007. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY07 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: · Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. Status of Projects in Execution - FY07 EAST ASIA AND PACIFIC REGION Country: Tonga Project Name (ID): Health Sector Support Project ( P075230 ) Country: Tonga Board Approval Date : 07/24/2003 Midterm Review Date : 06/26/2006 Closing Date : 03/31/2009 Loan/Credit/Grant Number : IDA-38140, JPN-51646 Sector(s): Health(90%), Compulsory health finance(7%), Central government administration(3%) Theme(s): Health system performance(P), Injuries and non-communicable diseases(S), Other accountability/anti-corruption(S) Project Development Objectives: The project development objective is to assist the Kingdom of Tonga in improving the performance of its health sector by supporting selected reforms to said health sector, including: (i)the development and implementation of appropriate health financing policies, and health information systems; and (ii) the improvement of the administrative, functional and technical quality of health facilities. Progress toward achieving development objective(s): The project continues to make satisfactory progress, having reached key outputs on the pathway to achieving its development objective. Activities focusing on health financing have seen important policy option papers completed, a user fees system for Vaiola Hospital agreed upon by Cabinet, and a detailed system for exempting poor and disadvantaged households developed. The use of health information has also improved significantly in Vaiola Hospital, the Outer Islands hospitals, and the health centers. New forms and information flows continue to work well; design of the computerized hospital information system (HIS) for Vaiola Hospital is complete; and the HIS will become operational during FY08. Sustainability concerns are now high on the government's agenda, with a focus on ensuring skills transfer to MOH staff and securing financing for operations and maintenance costs, given Tonga's challenging macro-fiscal picture at this point in time. Progress toward achieving development objective(s): The vehicle for meeting these objectives is a school grants program. A school grants policy has been approved by Cabinet, a monitoring framework for the grants program is in place and a consultant team (1 int'l and 6 nationals) to assist in program management, training and monitoring. Schools received their first grants at the end of FY07. A Minimum Service Standards (MSS) policy and program has also been approved for trialing in FY08. Over the course of FY08 MSS will serve as the basis for school plans for grant use. Program monitoring has begun.
