This grant financed project was approved by the Bank on April , 2014. The government launched its internal legal process to ratify the Grant Agreement soon after. Upon fulfillment of the legal process by the government, the Bank declared the project effective on August 7, 2014. Within just few weeks of effectiveness, the project is off to a good start with the initial training and completion of the pilot of the Early Development Instrument (EDI) to create a baseline to track children's development in five key domains. The EDI pilot was launched by the National Testing Center in the Bishkek region in selected schools successfully. Teachers participated in the pilot were trained by EDI developers and international researchers prior to the launch of the pilot in May, 2014. Teachers who implemented the pilot were enthusiastic and inspired by the instrument. Full scale implementation including technical assistance, teacher training and procurement of goods is expected to be rolled out in October as the new school year advances.
