Project Objectives [from section 2 of PCN] The proposed PDO is to improve budget execution and service delivery in some key areas of Government operations. These would be achieved through: (i) reorganization of key ministry structures; (ii) improved management practices and professionalized staffing by civil servants; (iii) improvements in the civil service management environment; (iv ) expansion of training opportunities; and (v) strengthened government oversight. C. Project Description [from section 3 of PCN] The project will assist selected ministries to integrate and incentivize in a strategic manner their restructuring, organisational, staffing, institutional, and human capacity development efforts to deliver clear budget execution and service delivery targets supported by a framework of approved rules. There are three components as follows: (1) Capacity Building for Results Facility; assisting Ministries in the preparation and implementation of comprehensive reform plans or #Capacity Building for Results Programs# (2) Enabling Environment for Capacity Building for Results; including training programs and support for whole of civil service reforms and (3) Project Management and Oversight. D. Project location (if known) The project focuses on capacity building of civil servants, with a view to improving the services delivered to the wider population.
