The project is already producing significant impacts in Ningxia and Hebei where some sub-projects have been completed. For instance, in Ningxia, with improved irrigation and agricultural services, the crop yields and farming revenue have increased significantly, while the water abstraction has decreased. Water charges paid by farmers have dropped by around 10%, and incidents of water use conflicts have declined substantially. Water and Agriculture Bureaus at the county level are working closely together to serve the farming communities in Page 1 of 6 The World Bank Report No: ISR11353 the project areas, and the Water User Associations (WUAs) are actively involved in project implementation and management of completed lateral canal systems which will ensure sustainability. Similarly, in the two project counties in Tongshan of Hebei Province, the project has helped reduce both the irrigation work load of farmers as well as groundwater abstraction and irrigation charges, and has helped increase crop yields and revenue through bore-well upgrading, installation of buried low-pressure pipes and intelligent card facilities to control power and water uses as well as agronomic measures. The WUA members are engaged in providing in-kind contributions and construction quality oversight. Public Disclosure Copy Progress in Shanxi is slower due to the large scale nature of the works, but several major contracts have been awarded that will eventually lead to improved water management and increased water productivity. Training activities of different types for project staff and farmers/WUAs as part of the capacity building program have been implemented throughout the project to increase the use of appropriate farming methods and ensure sustainability. Information on progress toward meeting the indicators in the Results Framework should improve in the coming period when the monitoring and evaluation (M&E) consultant is hired and begins monitoring work.
