The project is designed to strengthen the technical and vocational education and training (TVET) system and to improve the employability of youth in selected priority sectors of the economy. This five-year project was approved by the World Bank Board of Directors on December 8, 2014 and was declared effective on July 14, 2015. The project is expected to close on January 25, 2020. Progress has been made in implementing the project components. There is significant progress in 2019, with disbursement rates of 39% and 57% of the respective financing of AFD and IDA, against 12% and 31% 12 months ago. Two out of five PDO-level indicators have been fully achieved: (a) Unique Vocational training fund has been established and is functional; and (b) establishment of a vocational and technical training with a functional Board of Directors. 11/27/2019 Page 1 of 7 The World Bank Implementation Status & Results Report SENEGAL - Skills for jobs and competitiveness (P145585) Progress by Component. The project implementation by component are presented below. Component 1: Improvement of the quality and relevance of training: Subcomponent 1.1. Improvement of the quality of existing training institutions. The 3 High technical School have elaborated and endorsed the Performance-based contracts (PBCs) to improve the quality of service delivery. Excellent progress has been achieved. A technical auditor was recruited in February 2018 (under Component 3) to carry out an external evaluation of each PBC and to certify the level of achievement of the results and propose amendments of the CDP. The technical auditor issued the report which has been used to revise the PBC for the Lycée. Moreover, the rehabilitation of the three lycées to improve the learning environment is almost finalized: 95% of the civil works was completed by September 2019 and it expected that the remaining works will be achieved by Mars 2020. Subcomponent 1.2 Skilling workers in horticulture, poultry farming and tourism sectors. At mid-point, 9 TVET centers are being built or rehabilitated: 3 main centers in Diamniadio, Louga and Tambacounda and 6 satellite centers in Ziguinchor, Saint-Louis, Diamniadio. The three clusters of training Centers have been established in Horticulture, Tourism and Poultry. Each cluster is functioning with the Board chaired by private sector. Subcomponent 1.3. Certificate of Specialization Program. Substantial progress in this program is noteworthy for the past six months: (i) 4,134 youth have been trained; (ii) 1,857 obtained their certificates; (iii) 4,134 enrolled and 5,710 young people will be trained to reach a total workforce of 9,844 under an overall goal of 10,000 trained and 7,500 certified over the duration of the project. The CS program is conducted in 52 institutions across 12 regions in Senegal. Construction and rehabilitation of civil works: The National Office of Professional Training is responsible for monitoring and supervising of planned construction and acquisition of equipment and materials through a delegated management contract with the TVET ministry. Overall construction and rehabilitation civil works of the main satellite training centers have incurred 3 to 6 months delay due to: (i) slow pace of implementation; (ii) lack of counterpart funding; (iii) contract validation and topographical studies. Notwithstanding these delays, the pace of implementation has significantly picked up over the last few months. Component 2: Reform of TVET sector’s financial system The mission also found that the milestones of the reform supported by the project are now in place with the 3FPT in operation. The mission recommended that a financial audit be carried out before the end of June 2019 and revisit the procedures. The Bank has made comments on the first proposal for the recruitment of the cabinet. The process is ongoing, and the Audit will be ready by June 2019. It is expected that the contract will be signed by end of November and the Audit will start early in December. Component 3. Support for system management, monitoring and evaluation, and project Management An agreement was signed with the National Statistics and Demography Agency to strengthen the M & E functions and data collection system. With the World Bank support, the Ministry is also piloting the GEMS Kobol tool for data collection. The National Office of Professional Training (Office National de Formation Professionnelle) is now in charge of monitoring and supervising of planned construction and equipment activities through a delegated management contract with the Ministry of TVET (DAGE: fiduciary responsible). The capacity of DAGE and CEP has been improved and additional staff was allocated to CEP by the Government and the project is supporting by M&E system and the EMIS. The Cellule genre is being reinforced through AFD funds. The gender indicators remained stable at 15% and the Ministry launched a sensitization campaign to improve the participation of girls. As for the indicator percentage of youth who graduated from short term skills development training and employed one year after completion, it will be filled once the survey is completed by May 2020. The contract with the National Statistics and Demography Agency has been signed and is ongoing.
