This ISR includes findings from the third implementation support mission carried out in November-December 2018. Implementation progresses moderately satisfactorily. After one and half a year of effectiveness, disbursement is at 38 percent. The local education group (LEG) is fully involved in the monitoring of the project. The mission congratulates the Ministry of Education and Training (MoET) on the transparency of the assessment of the progress of the two projects. Component 1: The delayed procurement of the numeracy and literacy kits affected the training of primary school teachers. During the last mission, it has been agreed that MoET would send to the WB a request for restructuring for LBEIP to utilize the new curriculum and not the progressive mathematics initiative and progressive science initiative (PMI-PSI). However, this has not been done. Therefore, it is recommended again that the MoET sends a request for restructuring to the Bank through the Ministry of Finance. Component 2: This component has overachieved compared with the yearly target for 2018 with 22 school improvement plan (SIP) facilitators trained, 12 recruited and deployed in the targeted schools since March 2018, and 15 SIPs approved. Component 3: Several studies are still at procurement stage.
