The scope of work is defined into two main areas with a total of Seven (7) activities. As of September 2012, it is clear that 5 of these activities are not yet done, and it is not clear whether the other two activities are completed or not. The Bank has written to the Government requesting more details on these two activities. More importantly, it appears that during the implementation phase, the ToR has been modified between the Government and the consultant, and new activities have Page 1 of 3 The World Bank Report No: ISR8228 replaced some of the originally agreed activities. The Bank has highlighted this to the authorities and informed them that Bank's funds can not be used to pay for activities that the Bank did not approve as part of the ToR. and in this context, the Government should make use of their own funds.
