This would be achieved by: (i) reducing the extreme flood peaks through storage in a dry polder on the Odra River just upstream o f Raciborz town, enabling a reduction o f the flood peak downstream o f the reservoir and allowing bettercontrol o f the operation o f t he river system; and (ii)by increasing the flood carrying capacity o f t he Odra River channels through and around Wroclaw. The Project would protect more than 2.5 million people against flooding in several towns such as Raciborz, Kedzierzyn, Kozle, Krapkowice, Opole, Brzeg, Olawa and Wroclaw, and settlements in the three voivodships o f Slaslue, Opolskie and Dolnoslaslue. The measures that were taken by the Steering Committee late 2011- mid 2012 Page 1 of 4 The World Bank Report No: ISR9064 have proved effective to streamline the implementation and contract procurement. All Action points agreed in the October 3, 2011 mission Aide memoire, and the subsequent visits, have been implemented, including changes in the leadership of PIUs and the Ministry of Environment, and restructuring and termination of poorly performing TAs. The focus of the PIUs and PCU on the procurement of the contracts in 2012 has paid off. Out of the 12 “large contracts� (11 works and 1 IT contract) nine have been signed as per Public Disclosure Copy November 29 (see Annex 1 of the AM). This means that over two-thirds of the project funds have been disbursed or are now committed. While preparation has begun on the ground for several of these contracts, the first kilometers of new dike has been construction around the villages of Trestno and Blizanowice, 5 km upstream of Wroclaw (Contract B1-1). Most environmental permits (including for the Raciborz dry Polder) and construction permits have been acquired. The RAP is implemented properly. The new town for resettlers is in full preparation, zoning and environmental permits have been acquired, most land has been acquired and the infrastructure is being designed. Disbursement is picking up significantly. About 18.7% of IBRD funds have now been disbursed. The IBRD disbursement is forecasted to reach 25-30% by February-March 2013. Of the CEB funds, 19% has been disbursed. The first application for EU Cohesion funds was submitted in June 2012. The audits by the Supreme Audit Chamber over the year 2011 was unqualified on Financial Management and procurement. The land acquisition in the Raciborz area for the dike "footprint", the revised Environmental Management Plan and the development of the Nowe Nieboczowy village will further require dedicated attention and sustained good relations with local communities. The internal reorganization of the implementation structure for the Raciborz Component needs to be finalized and implemented. Restructuring History There has been no restructuring to date.
