Work is underway in 593 of the 596 target villages for the Additional Financing phase, with 675 sub-projects currently under implementation of the target Page 1 of 5 The World Bank Report No: ISR9750 1026. 235 have been completed and 115 officially turned over, benefiting 108,000 people so far. Activities under the learning, livelihood and food self-sufficiency sub-component are providing functional literacy and income-generating support to 30,000 marginalized members of the community in all 252 target villages. Progress has been slow under the Municipal Block Grant sub-component, with implementation under way in only two of the 24 municipalities and activities stalled in one site due to political instability. So long as a proposed 12- month extension is approved, the project is set to achieve or exceed output targets. Efforts need to be intensified, however, to improve quality and to provide more effective Public Disclosure Copy incentives for local governments to adopt participatory processes outside the project bubble.
