SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES Project Status Cote d’Ivoire Emergency Infrastructure Renewal Project (PRICI) is financed through an initial IDA Grant (IDA H7900) of $ 100 million, approved on June 26, 2012, an additional IDA Credit (IDA-58930) of US$60 million, approved on August 2, 2016, and counterpart funding of US$160 million. The project closing date is January 2020. As of October 2019, the project has disbursed 93% of the IDA financing, and disbursements have been made at a good pace of 47.3% in FY19. The project is rated Satisfactory and the project's objectives remain globally achievable if more time is given to fully achieve all the scheduled activities: • Urban infrastructure rehabilitation Road rehabilitation: The road works financed by IDA will be completed by the project closing date. However, some of the contracts, financed by the counterpart are facing delays. Drainage and flood prevention: With the delayed start of some of the project flagship activities due to delays in the RAP implementation, civil works of the Yopougon and San Pedro drains will not be completed before the closing date. The updated schedules estimate the achievement of works by March and August 2020 respectively. • Urban and municipal management component Municipalities demonstrate strong commitment for the activities of this component. Despite delays in the payment of municipal counterparts, significant progress has been made in the execution of the Communal Maintenance Programs, which have a physical progress rate of 90%. However, due to delays in awarding the contracts for the Communal Investment Programs, civil works have started in July 2019 and activities will be completed in August 2020 . Proposed changes and rationale To be able to achieve the PDOs, the Borrower has requested an extension of the closing date of 18 months from January 30, 2020 to July 31, 2021 (the first extension) to complete the remaining activities. A detailed action plan, attached with the Government's extension request, has been provided by the Borrower to fulfil this target within the proposed extension of the project. The Bank team assessed that the main IDA funded activities will be completed by August 2020 and is therefore recommending an extension of 7 months to September 30, 2020 to allow achievement of the PDO and disbursement of the remaining IDA amount. The project is in compliance with the Bank Policies/Directive for extending IPF: (a) the IDA credit is not under suspension (overall safeguards ratings is moderately satisfactory); (b) there are no outstanding financial audit reports or unsatisfactory audit reports; (c) the PDO remains achievable given the closing date extension; and (d) the Borrower has provided the Bank a satisfactory action plan for the effective achievement of the remaining project activities.
