This innovative, multi-sectoral project will finance State-led interventions to prevent and reverse land degradation on a demand-driven basis, initially focusing on gully erosion sites in ready southeastern States that threaten infrastructure and livelihoods. Investments are a strategic combination of civil engineering, vegetative land management and other watershed protection measures, plus complementary community-led livelihood enhancements. Over the course of the 8-year project, sites in up to 11 States will phase in as States and their designs become ready. The sustainability of these investments will be reinforced by strengthening institutions and information services across sectors in all three tiers of government, including support to help improve governance, regulatory compliance, environmental monitoring, watershed and land use planning, and by strengthening the country's capacity to promote and implement climate resilient, low carbon development. The project was approved by the World Bank Board of Executive Directors on May 8, 2012. The National Assembly approved the borrowing plan on December 19, 2012 and the Federal Executive Council on April 1, 2013. The financing and grant agreements were signed on April 16, 2013, between the Federal Government of Nigeria and IDA. The legal opinion was also issued on August 30, 2013. The project became effective on September 13, 2013. All the seven participating States have executed Subsidiary agreements with the Federal Ministry of Finance. Administrative structures of the project, including the technical and steering committees at the federal level are in place. All the project management units (PMU) are operational. The approved 18-month work program and the revised 18-month- procurement plan reviewed by the Bank is being implemented by the PMUs. Since the mission of November 11- December 3, 2013 the project has made significant progress toward its development objectives with activities already initiated across all the four project components. Specifically disbursement has ramped up and the total amount disbursed so far as $30.5 million of IDA funds. In addition, the SCCF TF has disbursed $1.5 million and GEF $1.2 million, respectively, amounting to 31% disbursement level from the total funds. During the last WB/FAO implementation technical support mission of May 26 to June 6, 2014 informing this ISR, additional progress allowed the finalization of two more gully scheme engineering designs namely Queen Ede and Auchi both in Edo state bringing the total number of World Bank/ FAO approved designs to 21 all in the estimated amount of $170 million The procurement processes for all the 21 sites are at different stages (contracts awarded and signed for 11 sites, 10 sites in the process of finalizing procurement). With this progress, civil works are close to commencement. For the 21 engineering sites cleared so far, a total of 14 safeguard instruments have been cleared by the Bank. To date ten out of the fourteen site-specific safeguard instruments Public Disclosure Copy [Environmental and Social Management Plans (ESMP) and Resettlement Action Plan (RAP)] for Ekehuan (Edo state), Atakapa, Edim Otop, Ikot Ekpo, and Nyangasang (Cross River State) have already been disclosed in country (August 18, 2014) and through the World Bank Infoshop (August 22, 2014), thereby paving the way for commencement of civil works.. Non-structural activities related to the project are also progressing actively across all the components in line with the integrated design approach for the project. Specifically, the activities and progress include : (i) Community sub-grants for soil and water conservation zones: The GEF is financing alternative livelihoods for people living and threatened by gully erosion through administration of sub-grants. The following activities have advanced: • A livelihood needs assessment has started to identify the alternative livelihoods that are best suitable for the identified communities within the different watersheds (lower, middle and upper). • A draft sub-grant operation manual has been developed and is going through technical review. It will be used as the “how to” guide for delivering the sub-grants, once the needs assessment is concluded by the November 2014. Page 2 of 6 The World Bank Report No: ISR16051 • A total of about 64 Community Associations (CA) have been identified and established within the first approved mover sites. CAs are critical for ensuring community ownership, accountability and transparency. (ii) Urban storm water management planning: The project has made significant progress towards the achievement of storm water master plans in 3 project states. Key stakeholders in Anambra, Abia and Ebonyi States have Public Disclosure Copy specifically signified interest in the preparation of storm water master plans for Onitsha, Aba and Abakaliki city, respectively. Several meetings have been held with the states to formalize the plans. At the moment, the ToRs for the plans are currently undergoing technical review and will be rolled out by November 2014. Having the urban storm water master plans in place will be a notable accomplishment as they are critical to the current need and agenda of these states in mitigating the negative impacts of flooding. (iii) Household water harvesting: community sensitization is in progress to induce behavioral change in favor of community rainwater harvesting schemes which will support the engineering solutions to remedy gullies. This is critical for the sustainability of the civil works and prevention of subsequent gullies throughcontrol of run-off. Procurement of climate change related activities, such as the Hydromet equipment and the feasibility study for grid-connected solar power plant(s) of approximately 100MW of aggregate installed capacity, is well advanced. The pilot energy-efficient clean cook stove and the pilot fuel-efficient bakery oven in Jigawa State sub-components are also underway. NEWMAP has been successfully launched at the Federal level, Anambra, Cross River, Ebonyi and Enugu States. The project is expected to be subsequently launched in the remaining three states soon. As at this mission, a substantive minister has been appointed for the Federal Ministry of Environment. In addition, through the project task team continual engagement and discussion with the client, a new Permanent Secretary has also been deployed to the ministry. This action will further strengthen and enable the authorizing environment for the project implementation. Discussion and selection process is still ongoing for expanding the number of participating states from the current 7 to the target of 11 in the PAD. Currently 12 States through the Federal Ministry of Finance have officially indicated their interest to participate in NEWMAP, namely Borno, Delta, Gombe, Kano, Kebbi, Kogi, Katisina, Nasarawa, Oyo, Plateau, Sokoto, and Zamfara. The list of the selected States will be subsequently ratified by the NEWMAP Technical and Steering Committees. Furthermore, significant progress has been made in the payment of counterpart funds. Specifically, the payment of counterpart funds in the total amount of 1.2 billion Naira has been made by Anambra, Cross River, Ebonyi, Enugu and Imo States collectively. All the above achievements are backed by an improved client capacity. To wit, SPMUs and the FPMU which are fully operational; staff orientation/training which has been completed and underpinned with signed results agreements. This is further supported by the proactivity and productivity on the part of the task team. Another mission will be conducted in December 2014 with a view to focusing on effective civil work delivery, supported by the integrated approach design and management of gully erosion. Plans are in preparation to launch in the remaining states soon. • Counterpart funds have been paid by Anambra, Cross River, Ebonyi, Enugu and Imo States. • Procurement process for Engineering and supervision engineer firms for all the currently participating states are near completion stage. This will ensure effective civil work supervision/delivery and design of the next wave of gully scheme. • On boarding of the Federal Umbrella NGO as well as the States focal NGO is underway.
