This will be done by (i) providing additional funding at school, district and provincial levels, as well as strengthening overall capacity to manage these resources to achieve minimum education quality standards and (ii) enhancing the teaching and learning environment in schools through improved teaching practices, instructional resources and analytical products to support early grade literacy. Overall highlights: 1. The capacity dimension of the PDO is on track for achievement, given the increased availability of funds for non-wage school expenditure (government school block grants), and the release of two tranches of the school block grants. Significant effort, however, is needed to improve the effectiveness of school-based management and ensure the PDO is met. Similarly, while MOES has been undertaking a number of student assessments, these need to be coordinated better, and capacity for conducting assessment strengthened. 2. The quality dimension of the PDO is also on track with the swift launch of material development for the reading readiness program in April 2019. Materials have now been developed and piloted, and trainings are planned for September 2019. The program will launch in October 2019. It will be accompanied by an impact evaluation to identify which elements of the program are effective/ not effective. The overall implementation progress is satisfactory. Presently all key project activities are under full implementation, including all newly developed activities under the restructured Component 2 (June 2018 restructuring). Disbursements as of June 2019 (16 months before the project closing date) have reached 64 percent of the total grant amount, but slightly less than the disbursement target for Q4 2019. The imminent release of the third and final tranche of the complementary school block grants in November 2019 will further accelerate the disbursement pace. The project has made excellent progress towards achieving the intermediate outcome indicators (IOI) targets. The issue of long outstanding unliquidated advances has been resolved. Considering the implementation momentum gained since the last implementation review and the achieved results, the overall implementation progress is strong and significant.
