Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Component A: Establishment of the Third and Fourth Phases of the Dar es Salaam BRT System:(Cost $287.10 M) Component B: Improvement of the Ubungo Intersection and Complementary Road Safety Infrastructure for the BRT Phase 1 System:(Cost $99.90 M) Component C: Institutional Strengthening and Reform, ICT Innovation, Safety Net, and Transport Studies:(Cost $38.00 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Unsatisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Unsatisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The project ratings for progress towards achievement of Development Objectives (DO) and Implementation Progress (IP) are downgraded to Moderately Unsatisfactory and Unsatisfactory, respectively, due to delays in resolution of pending issues for making the first phase of the Dar es Salaam Bus Rapid Transit (BRT) system fully operational. Following the persistent delays the Bank has partially suspended disbursement for works. The quality of interim operations remains unsatisfactory as stations and major terminals get overcrowded also with long queues during peak hours causing discomfort and a lot of complaints by passengers. The impact of the frequent flooding challenge along the Jangwani basin to BRT phase 1 4/18/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Dar es Salaam Urban Transport Improvement Project (P150937) operations are being addressed through (i) a contract for debris and sediments clearing before and after flooding, (ii) operationalizing emergency response procedures and protocols for minimizing traffic disruption and inconvenience to passengers, and (iii) a detailed engineering design study that is ongoing for a permanent infrastructure intervention to address the flooding to the depot and trunk route.
