The Predictive Hydrological Model and the Lake Monitoring Program and Database will be finalized by end-September, 2011; the assignment on the legal framework harmonization and integrating role of SLC into national legislation will be contracted by end-October 2011, and several joint activities related to assistance on learning and capacity building on Page 1 of 10 The World Bank Report No: ISR4012 international water basin management cooperation (e.g., wetland management training and International Waterways #6 conference) will take place during October and November in Croatia, Slovenia and Albania. A joint public awareness campaign is on-going to promote joint management and preservation of Lake resources, activities of the Joint Secretariat and the Working Groups (WGs), and communication among all resource users and lakeside communities in both countries. In line with the agreement reached between the World Bank and the two Ministries, both governments will cover operational costs for the functioning of the SLC during the last year of project implementation and beyond. The next SLC meeting planned before end-September, 2011 will discuss a possible revised Agreement on the future SLC role as a follow-up to the findings of the legal assessment Public Disclosure Copy consultancy. The Shkoder Fisheries Management Organization (FMO) is seen as a pilot for the centralized fish auction approach, which is intended to be scaled up and introduced to other existing FMOs, including the major Lakes and coastal areas. A Memorandum of Understanding has been drafted to support enforcement of fish trade in Shkodra as fishing is an important livelihood in the lake area.
