The Project development objective is to improve transparency, financial sustainability, and inclusive delivery of municipal services across the country. Project implementation has been significantly affected by the political cycle in the country, including multiple delays in organizing elections in 2016, delays in forming the government after December 2016 elections, and local elections in 2017. In spite of these delays, the Project implementation is ongoing, though slower than expected, and the project is on track to achieve its development objectives. 4/6/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Second Municipal Services Improvement Project (P154464) MSIP2 will provide sub-loans to municipalities for infrastructure investments such as water supply, sewerage, solid waste management, local roads, energy efficiency improvements to municipal buildings, and other high priority municipal infrastructure investments with clear impact on welfare of citizens and efficiency of services. The Project also introduces a grant component to enhance service delivery and infrastructure for poorer and marginalized communities within municipalities throughout the country. All municipalities are eligible and were encouraged to participate in the MSIP2, including through eight outreach workshops organized in each of the country’s planning regions in September-October 2016 before 1st Call for Proposals and outreach activities preceding the 2nd Call for Proposals. As of end of December 2018, 12 municipalities have confirmed their participation in the MSIP2 under the 1st Call of Proposals, of which 8 municipalities have already signed sub-loan agreements with the Ministry of Finance. 4 municipalities with signed sub-loan agreements have started procurement procedures, while 4 others are in the phase of preparation of the bidding documentation. The remaining 4 municipalities are in process of preparation of the Project Appraisal Documents for their subprojects, with support by the consultant hired by MSIP Project Implementation Unit. 2nd Call for Proposals was announced on September 14, 2018 with all municipalities encouraged to participate and resulted with applications received from 24 municipalities for a total number of 37 subprojects, including investments for kindergarten extension, improvement of local roads and streets, purchasing of vehicles for CSEs, water supply, energy efficient lighting, photovoltaic systems installation, gas pipe network extension, etc. The MSIP Project Implementation Unit is completing the review of these applications to verify the completeness of the submitted documents, so that the confirmed municipalities would move to the stage of preparation of PADs and technical documentation. The MSIP Project Implementation Unit also started to work on identification of subprojects to be financed from the Poverty and Social Inclusion Investment grants (total amount of the funds allocated for this component is USD 5.5 million) for the municipalities with already signed sub-loans. This identification will be done on the basis of urban audits launched in these municipalities with support of independent UPP consultant hired by the MSIP Project Implementation Unit. Urban audits are expected to determine the poorest settlements and communities in the municipality’s area and their priority investments which will be financed from the grants. Such practice will be followed for each of MSIP2 participating municipalities as soon as they sign the sub-loan agreements.
