The conditions for project effectiveness were met as of December 17, 2018 and the project was declared effective on December 20, 2018. The first implementation support mission was carried out from March 12-21 and April 12, 2019. The project technical team comprising from the Ministry of 6/28/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Sierra Leone Skills Development Project (P163723) Technical and Higher Education (MoTHE) and Ministry of Finance has been formed. As required by the legal covenants, the six-month activities plan and budget have been prepared by the MoTHE and Project Financial Management Unit (PFMU) and approved by the World Bank. A technical launch of the Skills Development project was carried out in the form of a workshop with the aim of disseminating information on the project. The Technical Launch was attended by key government officials including the MoTHE and staff, the Deputy Finance, Minister of Labor and Social Security, Deputy minister of Youth Affairs, the staff of the PFMU, Technical and Vocational institutions, representative of the private sector, the World Bank, GIZ and the media. The Terms of Reference (ToR) for the service provider of Skills Development Fund (SDF) Secretariat was prepared by the MoTHE and PFMU and approved by the World Bank.It is expected that the SDF Secretariat will be in place by June 21 and the official launch of the SDF Secretariat will be organized in June/July, after the Secretariat is in place. Progress towards achievement of PDO has been rated Satisfactory at this stage, but overall implementation progress has been rated Moderately Satisfactory, due to delay in setting up the SDF Secretariat. The project needs to expedite activities after the establishment of SDF Secretariat.
