The key project beneficiaries were identified including deaf preschool children, deaf leaders, and sign- language interpreters and hearing teachers for the deaf. The project has identified 240/150 targeted young deaf children in the four project sites and continue to enroll more. 150/150 the enrolled children have received interventions at pre-selected preschools and at home. Family Support Teams established, trained and continued working with the deaf children and their families at centres and at home. The findings of a mid-term review and evaluation conducted in November 2013 showed positive results although the deaf children Public Disclosure Copy benefiting from the project had only been receiving support for about three months. They pointed in particular to parents of deaf children reporting strong learning and improved behavior in their children. Communication facilitation interpreters and deaf family mentors have been trained and will be granted with MOET certificates on sign language interpretation and training after they attend and pass a test organized by MOET. In addition, the project received strong interest and attention of the MOET leaders. In May 2014, MOET Vice Minister Nguyen Thi Nghia together with WB Country Director, Victoria Kwakwa paid a field visit to Quang Binh, one of the four project sites, to visit the deaf children and deaf teachers beneficiaries of the project. In early June 2014, the project also received the visit of Mr Shinichiro Kurasawa, Advisor of the Executive Director for Japan, to show him progress made and challenges in implementation. However, the implementing agency needs to collect data on performance in a more systematic way, with a view to them being used as the basis for policy decision making that would ensure the sustainability of the successful features of the program.
