The Social Investment Fund for Local Development (FISDL) is currently implementing the sixth round of the Temporary Income Support Program (PATI). Since the Project started in 2011 (after a delay in effectiveness due to a lengthy Congressional approval process), around 37,443 participants from extreme poor and poor urban settlements in 25 municipalities have benefited from the program. To date, PATI has attained 87 percent of the Project’s end target (43,000 intended beneficiaries by December 2015). The Program has attracted a large percentage of women (72 percent of participants), low skilled workers (84 percent of participants have not completed basic education), and a third of participants (36 percent) are youth (16-24 years old). The sixth and last round of the program and the Project currently underway involves 5,844 participants in 11 urban municipalities. The Salvadoran Institute for Occupational Training (INSAFORP), responsible for providing training courses, has also made important advances in improving training content by complementing technical training with a job seeking component in close coordination with the Ministry of Labor (MTPS). PATI's impact evaluation was finalized and its results presented in the first semester of 2014; the findings indicate that the Program has a positive effect on job readiness, with higher effects among youth and women. Component 2: Strengthening of labor intermediation, information, and occupational training systems. After delays during the first two years of implementation due to changes in authorities, technical teams and weak capacity there have been important advances under this Component. MTPS has renewed contracts with municipalities for the continuation of its 58 local employment offices in 2014. It is staffing and training personnel in these offices, upgrading technology, and developing instruments to improve monitoring of local labor demand opportunities. The Ministry has also hired additional consultants that will help design and implement job counseling programs for less skilled job seekers. In terms of information systems, MTPS has established the Labor Market Observatory under the Direction of Social Provision, has staffed it, and is in the process of upgrading technology in the new unit. In terms of its involvement in PATI, MTPS has provided labor market orientation (16 hours) in the last three rounds and has continued registering participants in its IT platform for labor intermediation. Component 3: Support the design and development of the Universal Social Protection System (SPSU). This Component has advanced substantially, particularly with regard to the institutional strengthening of the Technical Secretariat of the Presidency (STP), the development of the SPSU strategy, and the establishment of the Unique Registry of Participants (RUP) of social programs. A recently achieved milestone is Congress’s approval of the Law of Social Protection and Development. The conceptual document of the SPSU has been approved by the SPSU Intersectoral Committee. With regards to the development of RUP, STP has completed the definition of the proxy-means test and thresholds that will allow beneficiaries of different social programs to be targeted, and this has been approved by the Inter-Sectoral Social Committee. STP has also advanced with the (i) application of a socioeconomic survey, with data collected for 34,000 households in five municipalities, (ii) development of the Social Information System to monitor program indicators, and (iii) inventory of social programs. In addition, STP finalized and made public the results from the evaluation of key selected programs, including PATI, community health services, and the school uniforms program. As of September 2014, 85.3 percent of project funds have been disbursed, with a remaining US$7.4 million pending out of a total of US$50 million. A new administration was elected and took office in June 2014. The administration has ratified its commitment to reach the Project development objectives, and confirmed the relevance of the activities agreed across the three components. The Secretary of Presidency has requested the inclusion of new activities to support the elaboration of the Government’s 5-year development plan, in particular its social chapter, the reorganization of the STP, that will now be in charge of strategic planning, and to support the implementation of the new Law of Social Protection and Development. The Impact Evaluation of PATI has been completed and its results disseminated widely in the country. FISDL is working in a document that will systematize all the program experience since its conception in 2009.. Public Disclosure Copy At the request of Government, a fourth amendment to the Loan agreement was processed in July 2014. The amendment extended the Project’s closing date for one year to December 31, 2015, to allow completion of key activities, including the final round of PATI (expected to finish in early 2015), the strengthening of the Ministry of Labor's employment offices and Labor Market Observatory, and the finalization of the Social Information System in STP. As part of the amendment, resources were reallocated within Component 1, from goods and consultancy services intended for institutional strengthening of FISDL, to PATI grants and training resources. The rationale for the proposed change was that institutional strengthening objectives of FISDL have already been reached, and those extra resources could be used to increase the number of beneficiaries of PATI in the last round of the Program.
