Access to upper secondary education is up from the baseline, although still below the end target. The gross enrollment Page 1 of 5 The World Bank Report No: ISR12874 rate has increased from 46% at baseline (2006) to 56.2% (the end-of-Project target is 66%). Retention continues to improve with upper secondary completion rates increasing from 78.5% in 2006 to 82%, inching closer to the 85% end target. The Project has also helped to increase the number of secondary graduates who go on to pursue tertiary degrees, with the transition rate increasing from 23% to 30% since the Project began. Despite the increases in access, retention, and transition, the gap between public school and private school achievement test scores is widening. At baseline, the gap in language test scores was 0.9 points (43.6 for public school students exceeding the 42.7 for private school students), this Public Disclosure Copy has fallen to -0.8 in December 2013 (which indicates that private school students score 0.8 points higher than public school students).
