CNE completed, in December 2012, its institutional reorganization which promotes a risk prevention focus, and provides more flexibility to mainstream disaster risk reduction and work more effectively at the subnational levels (i.e.: municipalities and local communities). As a major outcome of the institutional reorganization, a new Research and Risk Assessment (R&RA) Unit has been created within the CNE to function as a national center for the promotion of disaster risk research, oriented towards the development of actionable information to support government, private sector, and civil society planning processes and DRR interventions. The R&RA unit is also responsible for: (i) promoting coordination and collaboration among the CATs' members, --comprising representatives of leading science and technology agencies from government, academic institutions, and relevant DRR civil society organizations--; and (ii) support to the CATs' ongoing process for the selection of a standardized multi-hazard and risk assessment platform, according to Executive Decree Nº 36721-MP-PLAN of August 2011, that orders the adoption of a standardized model to assess vulnerability to disaster risks; and establishes its mandatory use for certain activities, including: (a) land planning; (b) the development of risk transfer instruments; and (c) public investment planning. During 2012 CNE completed the following activities: (i) preparation and approval by the Bank of the 2012 Procurement Plan, (ii) development of an updated Work Plan, and (iii) hiring of key consulting services: (a) project coordinator; (b) development of strategic planning for the CATs; (c) development of a road map for CAPRA implementation; (e) provision of training on integration of DRR into public investment processes aimed at government investment planners; (f) development of applications for multivariate analysis of natural disaster impacts on public investments; and (g) design of a Disaster Risk Observatory and clearinghouse for evaluating the impact of disasters in public investments.
