Jusupov, Deputy Director, State Inspectorate on Veterinary and Phytosanitary Security under the Government of the Kyrgyz Republic; - S.Sh. Mamaev, Head of the Livestock Development Department, Ministry of Agriculture and Melioration; - R.Ph. Beishenkulov, Head of the Department on Agricultural Sector, Representation of the Government of the Kyrgyz Republic in Chui oblast; - K.K. Anyvarbekov, Head of Chui oblast Inspection on Veterinary and Phytosanitary Security under the Government of the Kyrgyz Republic; - Aijamal Prieva - secretary. Key Speakers: M. Tairov delivered a presentation on the Pasture and Livestock Management Improvement Project, its objectives, geographical coverage, project components, participants, and implementation period. T. Volkova spoke of the Project’s requirements to environmental assessment and its key findings, including measures for potential environmental risk management. Discussion of the Project’s Environmental Assessment: Question # 1: J.Beishenaliev - Head of the Pasture Committee, Kemin city: You have said that the Project envisages the use of leskhoz pastures. Leskhozes use these pastures for grazing, take money for these services, but nobody knows how this money is used afterwards. Can the Project help to transfer these pastures into the ownership of local self- governments? Answer: M. Tairov: Land transformation is outside the Project’s mandate. Question # 2: E.Koichukeev - Head of the Pasture Committee, Kochkorbaevo village: One of the activities under the Environmental Assessment is elimination of thorn bushes and ungrazed weeds, while environmental inspectors impose considerable fines for each chopped bush. How are you going to address such situations? Answer: M. Tairov: Currently, we have an agreement with the State Agency for Environmental Protection and Forestry concerning elimination of caragana. In the situation of elimination of caragana, one should contact the local department of the State Agency for Environmental Protection and Forestry. However, it should be remembered that this plant has soil protecting, climate regulating, and shore-fixing functions and also serves as a natural habitat for small animals. Pasture users should be familiar with environmental norms, and any intervention into the plant life should be well-grounded and justified. It is necessary to specify pest control methods – elimination of plants or also roots. Question # 3: S.Chotkoraev - Head of CRDVPS: We have old unfenced anthrax burial sites. New inhabitants come and start their farming activities in these areas. Who is responsible for maintenance of such anthrax burial sites? Answer: M. Tairov: Local administrations are responsible for maintenance of burial sites in their respective territories. Communities should prepare an inventory of burial sites in their areas and to monitor and give a special protection status to anthrax burial sites and other animal carcass disposal sites. Community maps will include marked places where livestock grazing should be prohibited. Question # 4: A.Turusbekov - Private veterinarian, Tokmok city Currently, we have problems with young veterinarians. Does the Project include support for young specialists? Answer: M. Tairov: The Project will provide support to private veterinarians in establishing their business through free trainings and grants for purchasing veterinarian medicines and equipment so that they can provide their services to livestock farmers. No other questions or comments were provided. At the end of the Roundtable M. Tairov thanked all the participants for active participation.
