The “selected poor households” will include households that are geographically and socially excluded and have low income levels. The incomes for these households will be enhanced by ensuring increased incomes from agriculture and allied sectors through increased productivity and enhanced market access. The “human development services” include services related to health, nutrition and sanitation. The “social entitlements” mainly include social safety nets like the wages from National Rural Employment Guarantee Scheme, pensions and insurance benefits provided by the Government. The priority program beneficiaries would be targeted small and marginal farmers and the SC/STs from communities in the 150 most backward mandals in the state of Telangana, covering about 5,000 villages. The key results expected from the project would be as follows: 1. Diversified and enhanced source of income of 250,000 producers in selected project mandals; 2. 250,000 poor households adopt appropriate health, nutrition and sanitation behaviors for improved human development; and 3. 500,000 poor households have enhanced access to systems that deliver improved information, enrollment and payment for social protection and entitlement programs. The project was approved by the World Bank Board in December, 2014. The project has been initiated across all components and activities during the last four months. Significant convergence in last mile service delivery with various line departments at policy, operational and financing level has been a key factor in the initial rollout. The project has leveraged Rs. 41.96 crores ($ 6.4 million) through convergence efforts with other line departments. The project is also planning specific initiatives that will complement and support the “Grama Jyothi” program that has recently been launched by the Government of Telangana. The project is now operational in 69 Mandalas across 9 districts. 24,198 farmers have been organized into 1,148 Producer groups across 6 farm value chains. Comprehensive Water, Sanitation and Hygiene (WASH) plans have been developed and successfully implemented in 12 Gram Panchayats across 9 districts. To facilitate the pilots, 183 staff at District and Cluster-level has been selected through a rigorous competency assessment carried out by an independent HR agency. 10/19/2015 Page 2 of 9 Public
