Countersignatures were dated January 18, 2012 and received by the Bank on January 25, 2012. Two studies (i) institutional diagnosis and (ii) evaluation of legal and fiscal framework are planned. After initial delays, the Client (Direction des Mines et de la Geologie) is in the final stages of negotiating contract terms. Signature is expected before end of May. The first study will evaluate the competitive position of Senegal in terms of attracting foreign investment both at the fiscal and legal levels in comparison with international best practices. Institutional diagnosis will draw a picture of the mining sector in Senegal, both in terms of licensing (cadastre), monitoring and control of operators, but also in terms of distribution and Page 1 of 3 The World Bank Report No: ISR7529 use of income from mining operations. Complementary to the studies, a series of workshops and training sessions are planned in collaboration with the International Senior Lawyers' Project. The scope of these workshops have been agreed and will be executed once the study activities commence. The IDF-financed evaluation of legal and fiscal framework will provide essential information about gaps and recommended next steps in the legal revisions. The Bank should consider continued support through inputs to the actual legal drafting process as soon as gaps and recommendations are identified.
