Overall, implementation of the civil works continues to be satisfactory with 287 km of regional roads rehabilitated under Component 1 through completion of all the awarded 11 civil works contracts and 192 km of local roads completed and work on-going on 88 km through the four tenders that have so far been launched under Component 2. ASR is now paying greater attention to Component 3 which covers the institutional aspects of the project. Some cost savings have been realized under Component 1 and these will be used mainly to carry out mitigating interventions on critical sections of Page 1 of 4 The World Bank Report No: ISR5174 the rehabilitated roads susceptible to land slips, repair of some bridges along the rehabilitated roads as well as for the construction and installation of traffic signs and road marking on these roads. These actions will help to secure the serviceability of the rehabilitated road sections and improve road safety. On component 3, activities now firmly agreed to be carried out should lead to the full utilization of the amount allocated to this component. It has been agreed that the TA support hitherto provided to ASR with EBRD funding which has come to an end will be continued under this project as anticipated in its design. The scope of the services to be provided under this TA will emphasize establishment of a road asset Public Disclosure Copy management system in ASR and development of a phased implementation plan for ASR's full assumption of its responsibilities under the Law on Public Roads. The second mission report of the technical audit of completed civil works has been submitted and the consultants started their third mission in mid-October, 2011. ASR has been following up on issues raised in the audit reports. With the increasing work load of ASR arising from the start of the implementation of the parallel EBRD support for regional and local road improvements and the upgrading of the Corridor X with EU/EBRD/EIB financing, there is a need for ASR to increase its staffing level and thereby avoid delays in project implementation.
