The Credit Agreement was signed on January 21, 2018 and the project became effective on February 23, 2018. The second implementation support review was held from November 12 to 16, 2018. Achievements under the project so far include, inter alia:  Project implementation committee (PIC), which is a legal covenant, has been constituted, and the Project Implementation Manual (PIM) has been endorsed.  Technical Institute for Technical Instruction (TITI) has completed the leadership and management training of 20 heads of institution and occupational training of 76 instructors.  500 students were supported through scholarships to attend Technical School Leaving Certificate (TSLC)/Diploma courses. 465 students have received the second instalment of the scholarship, and the remaining transfers are in process. 12/14/2018 Page 1 of 9 The World Bank Implementation Status & Results Report Enhanced Vocational Education and Training Project II (P163018)  NSTB has completed the skills test (of prior skills) of 6902 youth.  Short-term training of more than 16087 disadvantaged youth has been completed using both results-based short-term training (RBST) and voucher-based short-term training (VBST). Income verification after 6 months of having completed training is currently under progress.  A draft Quality Assurance manual for the quality improvement grants (QIG) has been prepared and is under review. 152 TSLC/Diploma offering institutions have applied for these grants and their selection is currently under-way.
