The UTTP supports (mostly public transport oriented) investments in several Mexican cities blending resources from the Clean Technology Fund, the World Bank, Mexico´s PROTRAM program, state and municipal governments, and the private sector. In particular all PROTRAM financed projects, whether or not Bank financed, are part of the UTTP Project. IBRD and CTF funds are expected to be no more than 13% of the total project cost; several of the investment sub-projects are financed completely by counterpart sources. 2. UTTP continues to be on course to meet the project's development objectives in large part due to strong implementation progress of the PROTRAM program. PROTRAM has a Page 1 of 5 The World Bank Report No: ISR15302 portfolio of 35 projects: 4 in operation, 8 in implementation, 8 under preparation and 15 in identification. The total PROTRAM portfolio including projects under preparation accounts for over 2 billion dollars of which PROTRAM will grant close to 30%. 3.Thus far, IBRD and CTF financing has primarily supported the Ecovia corridor in Monterrey. The pipeline includes possible investments supporting a range of PROTRAM projects Public Disclosure Copy under preparation as well as possibly non-PROTRAM investments in Mexico DF. 4. In summary, while the UTTP is on track to achieving its outcome indicators, more traction on IBRD/CTF financing would enhance lagging disbursements. According to the M&E indicators for the UTTP, between 2010 and 2012 the project should have leveraged 910 million dollars in counterpart financing.
