Two lengthy periods of civil unrest and violence in 2013-14 and early 2015 severely restricted mobility beyond and even within Dhaka city, which prevented smooth startup of the project and implementation suffered major delays, resulting in limited progress on certain components. While BRAC managed to fast-track set-up activities within one year of project effectiveness, activities that followed sequentially were inevitably delayed. Based on the grantee's request, a one-year closing date extension is recommended. BRAC has identified CBOs across all project locations, which are providing information and services to aspiring migrants and their families through courtyard meetings, interactive popular theatre shows, video documentaries and more focused and intensive pre-decision orientation sessions for those beneficiaries who wish to learn more. The orientation provides participants information on conducting their own cost-benefit analysis of migration; the various steps of the safe migration process; the process of attaining a passport and job registration; the steps of travelling and clearing immigration, and the various impacts of migration. The orientation also focuses on motivating potential migrants to gather comprehensive information from all available sources to allow for safe and secure employment opportunities abroad. The program has proven successful in orienting prospective migrant workers, allowing participants to gain more confidence in regard to the decision making process. In addition, potential migrants have been identified who have expressed interest in building their skills – the project will provide linkage and referral services to appropriate training institutions as well as subsidies on the training fee. The project is also providing small grants to nine NGOs, which were selected through a competitive process, to provide innovative services for aspiring migrants. Some of the activities to be implemented include: provision of the training at the Upazila level (currently most training institutions are based at the District level); dissemination of safe migration messages through Community Radio, and communication services for migrants who are abroad to connect with their families at home. The project's monitoring and evaluation component includes an impact evaluation study - conducted in collaboration with University of California, Berkeley, for which the baseline survey and report were recently completed - and case studies, which focus primarily on deceived or exploited migrants and the various interventions that BRAC has provided to support the migrant and his/her family. In light of the knowledge that has been built through implementation and monitoring, there is scope for modification of project design and intended outcomes and a project restructuring is recommended to accomodate changes that better reflect ground realities. Following renewal of the Memorandum of Understanding (MOU) between BRAC and the CBOs after one year of implementation, three CBOs have withdrawn from the program.
