Intermediate objectives. In the early years of the program, intermediate objectives would be to: (a) further develop the equivalency curriculum and its delivery; (b) improve access to DNFE programs; (c) improve the quality of student support services and assessment and; (d) increase the number of teacher-student contact hours in the DNFE learning sites; and (e) introduce new pedagogical and information technologies that would improve efficiencies and reduce costs (introduction and institutionalization of computer-based modules, communication technologies, lower cost printing and distribution, etc.). Key achievements have included initial priority procurements and recruitments of key consultant positions; support to DNER staff recruitment, induction, training and capacity assessment; internal restructuring; budgeting and planning; initial work to insert DNRE management information systems into the broad Education Management Information System (EMIS); and the development of a workplan for development of the equivalency program Public Disclosure Copy curriculum and resourcing. There has been mixed implementation progress during 2011 in the project, with strong commitment and efforts by staff and consultants of the Directorate of Recurrent Education in a difficult context. Some sub-components have not proceeded until this point because they are sequenced and prioritized to follow other key components (particularly the inception of the Curriculum Development Consultant). Further progress on Community Learning Center (CLC) development will be considered based on a thorough evaluation of the existing Community Learning Center program. Areas requiring management attention to ensure satisfactory implementation progress include sustainable resourcing of the Directorate by the Ministry including for monitoring costs, and coordination to address challenges to monitoring data collection and management.
