No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES There are no overdue audits for this project. The objectives of the project continue to be achievable. Details are below. The trust administrators have agreed with the requested extension of the Closing Date. The designated account for this grant has been inactive as, though the requests were made for the funds, the funds were not used as the planned activities were delayed, the causes of which are detailed below. The recipient action plan for the requested extension period is included as an attachment in this restructuring package. Project Status and Changes. The Project to Develop a Harmonised Regional Approach for Tourism Market Intelligence (TMI) Work in the OECS has been well received by member states and many of the project activities are on track. However, the project has experienced significant delays due to the impact of two major hurricanes in the OECS region, and the OECS Commission has therefore requested a no-cost extension of the closing date of the project from December 1, 2017 to March 31, 2018. Approximately $390K of the $400K grant has been disbursed, and considerable progress has been made to design, build and internally test the web-based OECS Tourism Market Intelligence system. The status of project activities is as follows: 1) All activities under Component 1 (Diagnosis and Preparation of Recommendations for constructing a Harmonised Regional Approach for TMI Work, including data collection and analysis) have been completed. 2) Under Component 2 (Introduction of a Common Methodological and Institutional Framework for Tourism Market Intelligence Work), an awareness workshop was held with all member states to come to an agreement on a common framework, and action plans were developed by the consultant team in working with the member states. The web-based OECS TMI system has been developed as a prototype. The remaining activities under this Component, which will completed during the extended period, include the completion of training and testing for the web-based system in five (5) of the nine (9) member states where training has not yet been able to take place. Upon completion of these trainings, the accompanying training manuals, which are 70% complete, will also be finalized. The manuals will be made available to each member state and will provide documentation on how to use the system as well as trouble shooting techniques to address any common issues that are encountered in the training process. These manuals will be used as ongoing training guides by the member states to train new employees or personnel tasked with using the system. 3) Under Component 3 (Capacity Building towards Standardized and Harmonized Statistics), several activities were affected by the delays caused by the hurricanes, and these activities will form the bulk of the work to be completed during the extended timeline of the project. Targeted coaching on cruise, yacht, and visitor exit data has only been carried out on two (2) of the nine (9) member states to date. These targeted coaching sessions will focus on the implementation of surveys for cruise and yacht The World Bank OECS Regional Tourism Competitiveness (P152117) passengers and the use of a data collection tool (tablets). Coaching remains to be carried out in the remaining member states The OECS Commission, to most effectively build on and link to existing work in the region, has requested that the hackathon event be scaled and organized to support one of the other open data initiatives which the World Bank Group is supporting in the participating member states. This will also be the most efficient use of the resources and capacity available in the OECS team for this project. The Commission has also requested that a percentage of the funds allocated for the hackathon be used for the cost of hosting the web-based OECS TMI system on a cloud-based system for a year. 4) Under Component 4 (Implementation Support to the Project), the final evaluation and final audit still need to be completed. The mid-term evaluation has been completed, and the TOR has been drafted for the contracting of the firm to conduct the final audit. The task team agrees with the extension of the project closing date to March 31, 2018, as the OECS Commission has outlined a workplan and budget to complete the project activities. The consultants who will be needed to complete the work have the necessary time remaining on their existing contracts, and the OECS Commission has designated a staff member to manage the closing activities of the project. III.
