Fadhel Abdelkefi Minister of Development, Investment and International Cooperation Ministry of Development, Investment and International Cooperation Tunis Republic of Tunisia Republic of Tunisia: Social Protection Reforms Support Project (Grant No. TF015956) Amendment to the Grant Agreement Excellency: We refer to the Grant Agreement dated November 5. 2013 ("Agreement") for the abovementioned Project between the Republic of Tunisia ("Recipient") and the International Bank for Reconstruction and Development and the International Development Association, both acting as an Implementation Support Agency of the Transition Fund (together "World Bank"). We also refer to your letter dated July 20, 2016 requesting some specific amendments to the Project. Please note that capitalized terms used in this letter ("Amendment Letter") and not detined herein have the meanings ascribed to them in the Agreement. We are pleased to inform you that the World Bank accedes to your request and proposes, through this Amendment Letter, to amend the Agreement as follows: I. Schedule I of the Agreement ("Project Description") is deleted in its entirety and replaced with the text provided in the Annex to this Amendment Letter. 2. Section [V.B.2 of Schedule 2 to the Agreement is amended to read as follows: "2. The Closing Date referred to in Section 3.06 (c) of the Standard Conditions is December 31, 2017". 3. The Definition Section of Appendix I to the Agreement is amended as follows: (a) Paragraph "(n)" is deleted in its entirety: and (b) the following definitions are added in alphabetical order and the existing definitions are renumbered accordingly: interoperability means the functionality and capacity to exchange data between the MIS of the social insurance funds (such as pensions) and the MOSA's social assistance programs. Social Assistance" means non-contributory programs targeted to the poor or vulnerable and financed by the Recipient. "Social Protection" means both non-contributory and contributory programs. Social Survey Assessment" means collection of socio-economic information from poor households, which includes both current and potentially eligible beneficiaries of social programs." Please confirm your agreement with the foregoing amendments by signing and dating this Amendment Letter in the spaces provided below. Henceforward, all other provisions of the Agreement, except as amended through this Amendment Letter shall remain in full force and effect. rhis Amendment Letter shall be executed in two counterparts each of which shall be an original. The Project consists of the following parts: Part A: Subsidy and Safety Net Reform Support 1. Providing technical advisory services and capacity-building to the Inter-Ministerial Working Group for: (a) Evaluation of economic and social impact of potential reforms for energy; and (b) Evaluation of reform options for automatic fuel price adjustment mechanisms. 2. Providing technical advisory services to improve the Recipient's Social Safety Net System, including: (a) Establishment of a management information system aimed at providing social assistance programs with enhanced transparency and management; (b) Carrying out of a Social Survey Assessment aimed at improving the Social Assistance program beneficiary database; and (c) Development of a targeting and socioeconomic classitication tool based on multidimensional poverty measurements. Part B: System Integtion Support for Social Protection Providing technical advisory services to ensure interoperability between social insurance funds and social assistance programs through: (i) establishing a unique social identifier, identifying every individual under the social insurance funds and MOSA's social assistance programs; (ii) implementing interoperability of information systems across social insurance funds and MOSA's social assistance programs; and (iii) enhancing the MIS for managing social insurance funds. Pa : Communication. Protect Management and Monitorine I. Enhancing stakeholders' communication and citizen engagement through: (a) Provision of support toward communication among all stakeholders on the Social Survey. Assessment and (b) Provision of support to the implementation of citizen grievance redress proceduresi mechanisms. 2. Providing technical advisory services to the PIL for the implementation, monitoring and evaluation, and audits for the Project. -3-
