This package is based on a Jamaican program which has proven to be successful at improving cognitive outcomes, school achievement and labor market outcomes over the long run. The Reach Up program is used in a subset of the Project communities, and the ChildFund materials and group modality (Ventana de la Vida) will be used in the rest of the communities. There was a need to coordinate with the Jamaica team for its technical assistance and organize the training based on their availability. The project has successfully adapted the Reach Up materials to the Guatemala context, including the curriculum, guidelines for training, and learning materials. The indicators that will measure children’s development outcomes at the community level, have also been tested. The sub-grantees (local NGOs CDRO and ACODIHUE) have now scaled up the implementation of activities using both methodologies (“Ventana de la Vida” and Reach Up). On the other hand, the project will include an impact evaluation to measure the effect of providing psychosocial stimulation through home visits and group meetings to increase child development by promoting play, parent-child interactions, and generally improve parent practices. The evaluation will assess the cost-effectiveness of the two different modalities of service delivery on home environment, parental behavior and child development and nutritional outcomes. The evaluation will follow children that were under 18 months at the time of the baseline over a period of 18 months. As confirmed during the last missions, both local sub-grantees, Acodihue and CDRO, have continued early stimulation and parenting sessions at the community level using both type of parenting modalities: “Ventana de la Vida” (group sessions) and “Reach-up” (home visiting). Children and mothers have been enrolled and registered for attending both. In addition, the project is currently preparing the actions needed to undertake an end- line survey for evaluating the effects of both modalities. The project has concluded as well a costing analysis of both modalities, which would be useful for potential scale up plans. Participation of children in both modalities, “Ventana de la Vida” and “Reach-up.” There was a slight decrease in children’s registration due to temporary migration during the months of June-September 2017 and February - March 2018, which are the months when the livestock and agriculture productive cycle decreases. During this period, though, the project was successful at appropriately tracking the development of children, sharing this information with Madres Guias, and authorities of the community to demonstrate how the activities implemented through the project are beneficially impacting the condition of children and families. - Component 1: Positive deviation (reinforcement of key messages for both modalities with Madres Guias and caregivers) is being implemented in 36 communities with the participation of 900 caregivers sharing their experiences about their roles. Madres Guias -local mothers who are selected in the community because of their leadership and are trained in parenting and early stimulation- are trained frequently. 798 Madres Guias were certified for the two modalities. 320 of them successfully completed their training in Ventana de la Vida (group sessions) while 478 did in Reach up (home visits). There is good progress in indicators for the program, including: expert knowledge on activities included in the curriculum, use of didactic resources, positive relationship developed among Madres Guias and caregivers, and active participation of other family members. An important factor was strengthening the capacities of Madres Guias by promoting their active participation in monthly workshops to update knowledge for both methodologies. For instance, 253 Madres Guias certified in Ventana de la Vida participated out of 373; while in Reach Up, 355 Madres out of 480 certified attended to these workshops. CEOS (Casa de evaluación y orientación) and 293 of 374 CEOS are functioning and are well equipped. To date, 94 communities that implement Ventana de la Vida (Ventana de la vida) operate in a CEO with certified Madres Guias. 47 Communities implementing Reach Up (home visits) in 15 municipalities of Quiche, Heuhuetenango, San Marcos and Totonicapan have MG certified continually attending registered children in the CEOS. - Component 2: 75 out of 100 Community fairs targeting child development were developed with the participation of 5,641 people, including Madres Guias, COCODE members (community authorities), parents, caregivers, and health and nutrition personnel. These community fairs taught the value of having a family plan to ensure the well-being of the children in case of emergencies and prevention measures in case of natural disasters. 680 midwives were trained in lactation and proper stimulation and their importance for child development through workshops co-organized with the Ministry of Health every three months. - Component 3: The Management team has provided continuous technical and financial support to the local NGOs for the achievement of Project objectives.
