The Helwan project was approved by the Board on June 27, 2013 and Loan and Project Agreements were signed on November, 2013 but the loan is yet to be effective. Therefore, it is too early for a thorough and complete implementation progress reporting. Government has started the process of loan ratification to ensure timely effectiveness. Despite the recent political transition in the country, the advanced procurement activities continued. For the Power Plant Component, advanced procurement for the Boiler Package is underway and at Envelope-A technical evaluation stage. Nonetheless procurement has not started yet to the Gas Pipelines Component. The first supervision mission will be carried out in December 15-19, 2013, and will provide an opportunity all project implementation and compliance aspects and jointly agree on the next steps to ensure timely project implementation. Page 1 of 4 The World Bank Report No: ISR13102 2- Land Acquisition for the Power Plant Water Intake and Discharge: - The original size of the land was revised from 35 fedans, 1 quirat, and 9 sahm to 15 fedans and slightly more than 2 quirat. The number of landowner has declined. This land will be acquired by Upper Egypt Electricity Production Company (UEEPC), the implementing agency, on “willing-buyer/willing-seller” basis. If UEEPC was unable to successfully Public Disclosure Copy complete the land acquisition on that basis, it will resort (to the extent necessary) to the process of involuntary land acquisition and will prepare a RAP, consistent with the RPF which already has been prepared. - Based on the close implementation coordination with UEEPC, it has made a good progress in the land acquisition by signing land purchase agreements with farmers that include the agreed benefits such UEEPC employment offers, issuing down payments, launching the Grievance Redress Mechanism (GRM), issuing required compensations for different types of impacted persons (e.g. squatters and tenants on public land), and initiating the legal process of transferring the ownership of required land. - The Bank team has been working closely with Project Implementing Unit (PIU) to ensure compliance with OP 4.12 and a thorough documentation of the entire land acquisition process as well as a transparent GRM process in place. During the upcoming first supervision mission in December, 2013, the Bank team will review the the land acquisition process and collect all supporting documentation and seek additional actions by UEEPC as needed to ensure a full compliance with the policy.
