The State of Pariaba needs Federal Authorization prior to get the Federal Senate approval of the LA. Federal Authorization depends upon meeting legal and fiscal requirements set by the Law of Fiscal Responsibility. Main shortcoming refers to personnel expenditure above legal limits. The State of Paraiba is seeking waiver through an injunction requested to the Supreme Court.
