PWA has developed the WL as recommended by the stakeholders and was approved by the ministerial cabinet and was forwarded for the President endorsement. The PWA has prepared the files of the staff for the RoS. This delays affected the proper implementation of the capacity building component. Page 1 of 6 The World Bank Report No: ISR13960 The project has been progressing in other issues such as developing the water sector policy, strategy and action plan; drafted many of the needed regulations, where others have been identified and are underdevelopment and training for PWA staff was conducted. The Palestinian Authority (PA) requested the project restructuring which has been approved; (i) extension of the closing date from July 31, 2014 to December 31, 2015, (ii) Modifying Public Disclosure Copy the result framework and (iii) modifying of the allocation of the category of expenditures. Furthermore, the World Bank and the (PA) has signed the Grant Agreement pertaining the Multi Donor Trust Fund (original PAD is SIDA co-financing) of US$ 1.00 million. The closing date of the consultant (TPAT) contract with PWA will end by July, 2014. PWA is not planning to extend the contract. Since the PWA has identified the next work plan and knows what are the needed capacity building activities, therefore, it will hire firm(s) and individual consultants to act as the Technical Advisory and Planning Team based on output contract. The Task Team went through another restructuring process for the project following the PA request and the concurrence of the SM and the CD to provide additional financing to support the establishment of the Water Regulatory Council (WRC) and the technical assistance for the supervision of the project management for the establishment of Hebron Wastewater Treatment Plant (HWWTP). During the QER meeting, it was recommended to exclude the second part of the restructuring concerning the HWWTP and deal with it as stand alone project including other component. The additional financing for the establishment of the WRC process will continue and is expected to go to Board by third quarter of the next FY.
